بھارتی اسلحہ ساز کمپنیوں کے نصف درجن اعلیٰ حکام جن میں اڈانی ڈیفنس اور بھارت فورج شامل ہیں نے اس سال روس میں غیر معمولی ملاقاتیں کیں۔
اس حوالے سے باخبر ذرائع نے بتایا ہے کہ ان ملاقاتوں کا مقصد مشترکہ منصوبوں کے امکانات پر مثبت بات چیت کرنا ہے۔
ذرائع کے مطابق روس کے ساتھ کوئی بھی نیا تعاون بھارتی دفاعی کمپنیوں کے اُن منصوبوں کو متاثر کرسکتا ہے جو وہ مغربی ممالک کے ساتھ ہتھیاروں کی مشترکہ تیاری کے لیے کر رہی ہیں۔
اس سلسلے میں مغربی سفارت کاروں کا کہنا ہے کہ بھارت کو حساس دفاعی ٹیکنالوجی منتقل کرنے میں سب سے بڑی رکاوٹ اس کے روس کے ساتھ گہرے تعلقات اور بھارتی فوج میں روسی ساختہ ہتھیاروں کا 36فیصد حصہ ہے۔
اس سے قبل یہ ملاقاتیں 2022 میں یوکرین پر روس کے حملے کے بعد بھارتی دفاعی کاروباری رہنماؤں کے پہلے دورۂ روس کے دوران ہوئیں تاہم اس دورے کی پہلے کوئی اطلاع سامنے نہیں آئی تھی۔
بھارتی حکومت اپنی روس کے ساتھ دہائیوں پرانی دفاعی شراکت داری کو اس سمت منتقل کرنا چاہتی ہے کہ اس میں ہتھیاروں کی مشترکہ تیاری اور تحقیق بھی شامل ہو۔
غیر ملکی میڈیا رپورٹس کے مطابق روس کے ساتھ کوئی بھی نیا تعاون بھارتی دفاعی کمپنیوں کے اُن منصوبوں کو متاثر کر سکتا ہے جو وہ مغربی ممالک کے ساتھ ہتھیاروں کی مشترکہ تیاری کے لیے کر رہی ہیں۔
رپورٹ میں کہا گیا ہے کہ یہ بات چیت ماسکو میں 29 اور 30 اکتوبر کو بھارتی دفاعی وفد کے دورۂ روس کے موقع پر ہوئی تھی۔ وفد کی قیادت بھارت کے ڈیفنس پروڈکشن سیکریٹری سنجیو کمار کر رہے تھے، جن کا یہ دورہ روسی صدر ولادیمیر پیوٹن کے 4 تا 5 دسمبر کے بھارت کے دورے کی تیاریوں کا حصہ تھا۔
آدانی گروپ کے ترجمان نے ان ملاقاتوں میں کسی بھی نمائندے کی شرکت کی تردید کی، بھارت کی وزارتِ دفاع اور دیگر کمپنیوں نے سوالات کا جواب نہیں دیا۔
ملاقاتوں میں روسی ساختہ میکویان مگ-29 لڑاکا طیارے اور دیگر فضائی دفاعی و اسلحہ جاتی نظاموں کے پرزہ جات کی تیاری کے امکانات پر گفتگو ہوئی۔
ذرائع کے مطابق ملاقات میں روس کی جانب سے بھارت میں پیداواری یونٹس قائم کرنے کی تجویز بھی زیرِ بحث آئی، جن میں تیار ہونے والا کچھ سامان مستقبل میں روس کو بھی برآمد کیا جا سکتا ہے۔
